Delta Habitat Conservation Project

Program Description:
Hallmark Group, in collaboration with 3 Bay Area Regional Centers developed affordable, community based housing under requirements established by AB 2100 for people with developmental disabilities leaving Agnews Developmental Center in San Jose. The $120M project, known as the Bay Area Housing Plan (BAHP) developed three housing types to meet the needs of approximately 260 Agnews residents in 61 separate properties. The housing types are based on individualized need for support and quality of life and are scattered throughout the Bay Area communities.

As the Master Developer, Hallmark located, designed, and provided construction management services for housing based on pre-approved criteria. Hallmark then closed permanent financing and transferred ownership of the properties to local nonprofit organizations affiliated with three the Regional Centers.
